Ms. Yocom is a dynamic and highly productive professional, and brings over thirty years of successful technical, managerial, and organizational experience. Ms. Yocom migrated into a business development career with a national hardware manufacturing company, Plantronics, providing telecom switching systems and packet switching hardware solutions for leading edge managed data services providers and Corporate 500 clients. This expertise in the telecommunications hardware manufacturing industry developed into capture, managerial, and leadership roles in technology companies providing integrated solutions to both commercial and public sectors. She held a senior role for a major telecommunications carrier as one of two National Accounts Managers leading the voice and private line national accounts groups to transform business strategy to managed integrated solutions nationwide. Ms. Yocom transformed her expertise to federal IT and Telecommunications consulting in 1995 when she supported a business venture to leverage DoD software applications to develop a commercial telecommunications network modeling tool with government contractor, GRCI, now AT&T Federal. This led to the growth of a federal consulting practice where she was and continues to be successful in winning significant contracts with VA, HHS, SSA, DoS, and others to support the federal government in transitioning major programs such as GSA’s FTS 2000/2001/Networx, IPv6, and Enterprise VaaS. She has particular strength in developing strategic partnerships with industry and government to build business. She is a strong operating manager with a focus on strategic growth in small business consulting firms.
As a key executive for Ventura, Ms. Yocom has been involved with all aspects of the business including development of the company’s strategic plan, developing annual operating budgets and operating policies that support the company’s policies and objectives, and strategic initiatives. Her impact on the company’s growth initiatives have resulted in opening opportunities for Ventura at key DoD agencies. She is directly responsible for leading the company’s growth strategy and manages the team responsible for capture, business development, proposal development, sales, contract negotiations, resolving contractual issues, and developing overall strategies for contract bidding and execution. Ms. Yocom also provides leadership for the marketing and public relations functions of the company.
Ms. Yocom holds a Bachelor of Arts (BA) degree in Human Resource and Organizational Behavior from Hood College in Frederick Maryland. She has a DoD Secret Clearance.

Eduardo M. Pasquier, Chief Operating Officer, joined The Ventura Group (Ventura) in December 2007, and manages all aspects of the day-to-day operations of the company. Mr. Pasquier currently manages the company’s $20+ million in operations and has worked closely with the executive team in the company’s steady growth, from 2008 through 2018, resulting in a 38% increase in revenue.
Mr. Pasquier’s responsibilities at Ventura include:
- Finance & Accounting: Oversees monthly, quarterly and annual financial statements and ensures that accounts payable, accounts receivable, budgeting, payroll, cash management and banking procedures are carried out properly throughout the year.
- Human Resources: Responsible for managing human resources functions, including staff recruiting, benefits administration, and policy development.
- Information Systems & Processes: Supervises administration of all internal corporate systems (i.e. Deltek Costpoint implementation, Office 365 implementation, SharePoint migration) and business processes (i.e. CMMI Level 3).
- Facilities Management: Manages facilities infrastructure and maintenance issues.
- Contract Administration: Oversees contract negotiations, contract and subcontract administration, and contract dispute resolution.
- Business Development/Pricing: Develops pricing and proposal strategies for contract bidding, as well as involved in sales, marketing and public relations for the company.
Mr. Pasquier has over thirty years of managerial and technical experience covering a variety of technical fields, including program and project management, applications training, communications and systems integration in all areas of Information Technology. Prior to joining The Ventura Group, Mr. Pasquier served in many senior level positions for Impact Innovations Group, Panacea, and CEXEC, where he assisted in developing Program Management Offices for different government agencies. During his 8-year tenure with Impact Innovations Group, Mr. Pasquier was responsible for directing more than 100 employees with revenues in excess of $100 million, was responsible for the acquisition of a $75M contract for the Department of Defense, American Forces Information Systems (AFIS) and worked closely with executive management in order to grow the DOD sector. During 2004, Mr. Pasquier served as Program Manager for Panacea, managing a $10M+ T&M contract within the Department of Labor (DOL), with overall P&L responsibilities. Oversaw 10 Project Managers and their staff of 50+ associates. Mr. Pasquier was responsible for the implementation of a Program Management Office and assisted in the CMMI Level 3 implementation. While at CEXEC in 2006, Mr. Pasquier was responsible for the management of a $5M+ million dollar per year CPFF contract within the Pension Benefit Guarantee Corporation (PBGC), with overall personnel responsibilities. Mr. Pasquier holds a Top Secret Clearance.
